Good possibilities to follow up on. Will have to pull air inlet assembly and use a mirror to observe the diaphram assembly rise on throttle opening. After the tank is off, a visual inspection of the diaphram and needle assembly can be done. If you plan to take the white spacer out now would be the time as you will be there. The diaphram has to be positioned correctly (indexed) to allow vacuum to the upper side to lift it. Either Clymers or the factory manual will help in the process if you haven't done it or one lilke it before. Use a good phillips ® screwdriver on the screws so you do not damage them. Max
